Why is Meta adding a location fee to my ad invoice, and why doesn't my bill match Ads Manager spend?

TofuAnswer by the Tofu team · checked

Since July 1, 2026, Meta adds a location fee to ads shown to people in six countries: 2% in the UK, 3% in France, Italy and Spain, and 5% in Austria and Türkiye. It passes on digital services taxes that Meta used to cover. The fee depends on where impressions are delivered, not where your company is, so a US company advertising to UK buyers pays it. It's charged on top of your budget, and Ads Manager doesn't show it, so your bill runs higher than Amount spent. Find the fee lines in Billing & payments and budget for them.

United Kingdom2%

Meta's own example: $100 of ads delivered in Italy costs $100 plus a $3 location fee, so $103 in total. The fee applies to image and video ads, WhatsApp click-to-message campaigns and marketing messages invoiced with your ads, but not to other WhatsApp paid messaging. It applies whatever payment method you use. Meta says the list of countries and rates "may change over time as more governments introduce DSTs and other location-based fees."

Why doesn't my bill match Ads Manager spend?

Ads Manager's Amount spent is an estimate of ad cost. Your bill shows final charges, fees and taxes. These are the usual gaps:

ReasonWhat Meta says
Location feesThey show on invoices and in Billing & payments, by country. "Location fees will not appear in Ads Manager reporting metrics"
VAT and other taxesBilling & payments shows "all final ad charges, fees and applicable taxes." VAT is charged on ad cost plus any location fee
Processing delayAmount spent "is also an estimate because it can take up to 48 hours for ad results to be processed"
Billing periodYour bill covers every ad, plus location fees, in the ad account's billing period, so it can be more than one ad's budget
Billed clicks and impressionsYour receipt shows the clicks and impressions you're charged for, which may differ from Ads Manager's counts
CouponsA coupon applies to ad cost plus fee, split proportionally
RoundingA country's fee may be slightly lower than its spend times the rate

To check the fee, break down Amount spent by country in Ads Manager for the invoice's dates. Multiply each fee country's spend by its rate and compare with the fee lines. Small differences are rounding.

For a per-campaign view on monthly invoicing, Meta's steps are: in Billing & Payments, go to Invoices and select Create report. Set Report Type to Invoice and Campaign, pick your invoice dates, check that Location fees is selected under Campaign Breakdown, then select Create and Download. Developers can get the same data from the Graph API (the business_invoices endpoint, then invoice_campaigns, in the additional_fee_association part of billed_amount_details). PDF invoices show one fee line per country for the whole invoice.

Who it affects

  • Any advertiser whose ads reach people in the six countries, wherever the business is based. A US company running ads to UK prospects pays 2% on UK delivery. A campaign across several countries pays each country's rate on that country's impressions. Meta's example is one campaign in France and Italy, with each country's fee listed separately on the invoice.
  • Campaigns aimed elsewhere, a little. Meta says its location signals vary and its targeting "may include users who are in or were recently in" a location, so a few impressions can land in a fee country.
  • Every payment setup, including cards, automatic billing and monthly invoicing.

You can ignore it if none of your impressions are delivered in those six countries. A country breakdown in Ads Manager shows you.

What to do now

  1. Find the fee lines. Open Billing & payments and your invoices, where fees are itemized by country.
  2. Tell finance. The fee isn't in Ads Manager, and VAT applies on top of it. Meta "will not issue refunds for location fees based on legitimate ad impressions," though eligible refunds include the related fee.
  3. Add the fee to budgets for those countries. Budgets and spend caps don't include it. For example, $20,000 a month delivered in the UK adds about $400, plus VAT where it applies.
  4. Exclude the countries if you don't sell there. Meta's steps: in Ads Manager, go to Advertising settings, click Account controls, click the pencil next to Audience controls, and turn on My business can only advertise in specific locations. Under Exclude people in the following locations, add Austria, France, Italy, Spain, Türkiye and United Kingdom, then click Review changes and Apply. This covers every ad set in the account, including future ones, and an ad set can't override it. Meta says it "cannot guarantee that such exclusions will actually reduce location fees," and they don't apply to campaigns with Special Ad Categories.
  5. Leave headroom on monthly invoicing. Meta sets your credit line before fees, and the fees then reduce what's available. See how Meta monthly invoicing works.
  6. Recheck Meta's list now and then. If a country is added, update your exclusions.
