Performance Max

Does Performance Max work for B2B lead generation?

By The Tofu team ·

It can, if Google learns from your pipeline and not from raw form fills. Use Search if you count every form fill as a conversion, get fewer than 15 conversions a month on your best lead goal, or your Search campaigns are limited by budget. Test Performance Max if you send qualified leads or deals from your CRM back to Google Ads and want reach beyond your keywords. Run it as an uplift experiment with brand exclusions, negative keywords and a lead-specific goal, and judge it on pipeline, not cost per lead.

As of October 2026.

If you count every form fill as a conversion

Stay with Search until you fix this. Performance Max serves on Search, YouTube, Display, Discover, Gmail and Maps from one campaign, and it bids toward the conversions you give it. Google says accurate conversion data is "particularly important for channels and surfaces that don't primarily use search queries as intent signals." If spam or unqualified form fills count as conversions, the campaign learns to find more people like them.

Before you launch:

  1. Bid on a lead-specific goal, such as Qualified lead or Converted lead. Google says these goals give you "enhanced protections against invalid lead activity."
  2. Send CRM outcomes back to Google Ads with enhanced conversions for leads or offline conversion import, ideally every day. Since June 15, 2026, the Google Ads API blocks these uploads for developer tokens that didn't send them between January and June 2026, and Google points API users to the Data Manager API. Google Ads Data Manager also connects to HubSpot and Salesforce. See how to upload offline conversions with the Data Manager API.
  3. Bid to one stage of the funnel. Google warns that bidding to several stages (such as website visits and converted leads) in one Target CPA strategy "can be duplicative."
  4. Protect your forms. Google suggests qualifying questions, reCAPTCHA and server-side validation to cut spam.

Google's Lead Journey Mapping tool lets you draw your funnel stages in Google Ads and spot the ones you don't track yet. Google says it doesn't change campaign performance directly for now.

If you get fewer than 15 conversions a month on your lead goal

Use Search and let the data build. Google's lead generation guide asks for a conversion action with at least 15 conversions in the last 30 days, and its Performance Max guide gives the same number for the goal you bid toward. With too little data, Google suggests starting with Maximize conversions and adding a Target CPA later. Some practitioners set the bar higher: in a B2B panel Lunio published in April 2026, Julie Friedman Bacchini of Neptune Moon put the benchmark at roughly 50 conversions a month, and Lunio's write-up says that below 30 you're "fighting the algorithm." If qualified leads are rare, you can bid on an earlier stage, but the further up the funnel the goal sits, the less it tells Google about lead quality.

If your Search campaigns are limited by budget

Give Search the budget first. When a Search campaign and Performance Max could both serve, Google picks in this order: an exact match keyword identical to the search, then identical phrase or broad keywords or Performance Max search themes, then the most relevant ad group or asset group, then Ad Rank. But Google says a keyword in a budget-limited campaign "won't always be able to trigger an ad even if it otherwise could." So a new Performance Max campaign can pick up searches your own Search campaign would have won, and some of its results are traffic you already had. Google also says searches in AI Mode, AI Overviews, Lens and autocomplete aren't treated as identical to a keyword, so keyword priority doesn't always apply there.

If you import qualified leads or deals from your CRM

Test Performance Max, and set it up for a fair comparison:

  • Goal and bidding: bid on the qualified or converted lead stage you import. Google says to set Target CPA close to the most you'd pay for that lead, since a target set too low "can limit performance." If your leads carry values, Google suggests Maximize conversion value or a target ROAS.
  • Audience signals: add customer lists, website visitor lists and custom segments built from search terms. Signals are hints, not targeting: Google says Performance Max "may show ads to relevant audiences outside of your signals."
  • Lead form assets, if you use them: choose "More qualified," which adds steps so fewer but more interested people submit, instead of the default "More volume." You can also mark a multiple-choice question as a qualifying question, so matching answers are tagged as qualified leads.
  • The test: run a Performance Max uplift experiment from Experiments in the Campaigns menu. It measures what Performance Max adds on top of your Search, Video and Display campaigns, with a 50% traffic split by default.
  • Time: Google says to allow 1 to 2 weeks, or up to 6 weeks for complex setups or low volume, before major changes. With a long sales cycle, wait for leads to reach the opportunity stage before you decide.

If you need to keep brand, careers and junk searches out

Performance Max has more Search controls than it used to. Set them before launch:

ControlWhat it doesKeep in mind
Brand exclusionsKeeps ads off searches for a brand, its misspellings and subsidiariesGoogle recommends this over negative keywords for your own brand
Negative keywords (campaign or account level)Blocks searches that match the termsWork on Search and Shopping inventory only
Search terms reportThe "Search terms and landing pages for Performance Max" view shows each term, landing page and ad formatData starts from March 2023
URL exclusions, or final URL expansion offKeeps clicks off blog, support or careers pagesTurning expansion off and using a page feed gives the most control
Location set to "Presence"Shows ads to people in or regularly in your locationsGoogle suggests this if leads come from outside your areas

Google calls negative keywords "a highly restrictive control" and suggests them only for brand safety or clearly irrelevant terms. In B2B, that can mean job seekers, students and people looking for free tools.

If you worry about leads from Display and partner sites

Use channel prioritization when it reaches your account. Google announced it on October 14, 2026, and it is rolling out over the coming months. In a Performance Max campaign you can set Search partners and the Google Display Network to Low priority and cap their share of the daily budget. Google says the cap is best-effort, but a 0% allocation means Google won't spend on that channel. You can't split the "Google channels" group (Search, YouTube, Maps, Gmail and Discover) inside Performance Max; Google says to use Search and Demand Gen campaigns if you need to opt out channel by channel. You can't set it from a manager account, and Google Ads API and Editor support is "coming soon."

Meanwhile, the channel performance report (Insights and reports, then Channel performance) shows where your conversions come from, and placement exclusions applied at the account level keep ads off sites and apps that send junk.

What to avoid

Don't judge Performance Max on cost per lead in its first weeks. A low cost per lead tells you little if the leads are form fills nobody qualified, or brand searches your Search campaigns would have won anyway. Launch it only after your CRM results flow back to Google Ads, keep Search funded, add brand exclusions, and compare cost per qualified lead or pipeline between the two arms of your experiment.
