Why is my Google Ads Search campaign not spending its budget or getting impressions?

"Eligible" only means the campaign is allowed to serve, so something else is holding it back. Check in this order: an account hold (billing, verification or a security review), ads under review or disapproved, a start date or ad schedule that hasn't begun, keywords marked "Low search volume", bids or targets too low to win auctions, low Ad Rank, targeting that's too narrow, and limited ad serving. On a new campaign, Smart Bidding with no conversion data, or an unrealistic Target CPA, can also limit serving. The Status columns and Ad Preview and Diagnosis show which.
As of October 2026.
What do "Eligible" and "Eligible (limited)" mean?
"Eligible" means the campaign "is active and can show ads", not that it wins auctions. Other statuses you may see on a campaign that isn't serving:
| Status | What Google says it means |
|---|---|
| Eligible (limited) | Active, but "showing ads only occasionally due to budget constraints or a limited bid strategy" |
| Limited by budget | Can show ads, but not as often as it could because of the budget |
| Eligible (Misconfigured): Your website is missing a Google tag | Often means no biddable conversions in the last 28 days |
| Pending, Ended | The start date is in the future, or the end date has passed |
| Not eligible | No ad groups, or all ad groups, ads or keywords are paused or removed |
The bid strategy has its own status under Bid strategies in the Tools menu: Learning after a new strategy or a structural change (ads keep running); Limited by Inventory (too few searches), Bid limits, Budget constrained or Bidding strategy; or Misconfigured, usually missing conversion actions. Hover over it for the reason.
A single ad marked Eligible (limited) is different: a policy such as Trademarks, Alcohol or Healthcare restricts where it can show.
In what order should I check?
Start with what blocks every ad. If other campaigns in the account are running, Google says you can skip the account check. Campaign diagnostics, on a campaign's Overview or Insights page, checks 90+ signals and flags whether it served impressions, got goal actions and spent most of its average daily budget in the past week. LinkedIn differs; see why a LinkedIn campaign isn't spending or getting impressions.
Is my account on hold?
- Billing. Google says ads "will not run" without valid billing information. Check Billing summary or Transactions for declined payments. On monthly invoicing, all ads stop when costs reach the account budget.
- A security review. An account that has been inactive, has no history of policy compliance, or has unconfirmed users or domains may get a temporary daily spending cap. "You won't find a notification in your account about this review," Google says, and it can't be sped up. Confirm every admin under Access and security in the Admin menu and add your email domains to Allowed domains.
- Advertiser verification. Miss the deadline and the account is paused; it can't be extended. In Admin, select Account in the Policy menu, then Start task. Review can take up to 5 business days.
Are my ads approved?
Google's pages differ on timing: its review status page says most reviews finish within one business day, and its Search troubleshooting guide says 24 to 48 hours, or up to 5 business days for new accounts and image or video formats. While an ad is Under review, don't change budgets, bid strategies or ad text, because "any modification resets the review clock." After 7 full business days, try one minor edit.
A Disapproved ad gets no impressions. Hover over its status, or add the Policy details column on the Ads page, to see which policy applies, then fix it and appeal. If the reason is Destination not working, see why Google says "Destination not working" when your page loads fine.
Why do my keywords say "Low search volume"?
Google gives that status to keywords with "very little to no search history" on Google, based on worldwide searches over the past 12 months. They stay inactive until searches pick up, and Google checks again about a week later. Bids, Quality Score and ads don't affect it. Google says a Search campaign that targets only a small list of them "is likely unable to run." Broaden the match type, make keywords less specific, or find terms with more searches in Keyword Planner.
Other keyword statuses (Keywords page, Status column) that limit impressions:
| Keyword status | What it means |
|---|---|
| Below first page bid estimate | Not on the first page of results, likely because of Ad Rank |
| Rarely shown due to low Quality Score | A low Quality Score holds it back |
| Paused, "Keyword paused due to low activity" | Zero impressions in 13 months, so Google paused it |
Also check that negative keyword lists don't block relevant searches.
Is my bid or bid strategy too low?
Often, on a new campaign. Google says a very low bid "isn't likely to enter or win as many auctions and your ads may not have any impressions."
- Manual CPC. Compare your bids with first-page bid estimates.
- Maximize clicks. A max CPC bid limit that's too low can stop it reaching its goal.
- Target CPA. A target "significantly below your historical average CPA" may not be attainable "while maintaining reasonable levels of traffic." Raise it.
- Little conversion data. Conversion bidding without enough data, or with broken tracking, may have limited serving. Google's pages differ on where to start: the Target CPA page says you can start it with no conversion history; "Why you may not see your ad" says Maximize clicks "might be a better starting point" for new campaigns or ones with limited data.
- A small daily budget. If it's very low next to your bids, ads "may struggle to enter auctions."
Learning doesn't stop ads, but Google's pages disagree on it. "About Smart Bidding learning" says ads "continue to run and serve as normal," Learning "never lasts more than 7 days," and budget or target changes never trigger it. "Why you may not see your ad" says it typically takes 5 to 7 days, can be longer, and frequent budget changes can reset it. More in whether budget or target changes restart the learning period.
Is low Ad Rank keeping my ads off the page?
Ad Rank decides whether an ad can show at all, and then where. It's based on your bid, the quality of your ads and landing page, Ad Rank thresholds, the competition and the search's context. Search lost IS (rank) shows the share of time your ads didn't show because of it.
Quality Score (1 to 10, per keyword) diagnoses expected click-through rate, ad relevance and landing page experience; a dash means too few exact-match searches. Google's fixes: higher bids, better Ad Strength, ads closer to your keywords, and a relevant landing page that loads quickly.
Is my targeting too narrow?
- Location. One postal code, a small radius or a low-population city can stop a campaign serving. "Presence" alone is narrower than the default, which also counts location of interest.
- Audiences. On a new Search campaign, Google suggests "Observation" rather than "Targeting". A list below Google's size requirements may not serve.
- Match types and overlap. Exact and phrase match alone limit reach, and your own campaigns can compete in the same auctions.
- Ad schedule. Google notes that "if no one searches for your keywords at the specified time or day you scheduled, your ads are not going to show."
Could limited ad serving be capping my impressions?
It can. In certain scenarios Google limits impressions for advertisers it hasn't judged "qualified", and account maturity is one factor. "Individual ads will not be disapproved," and advertisers with a meaningful share of impressions affected get an in-account notification. See how limited ad serving works and how to get it lifted.
Why does my campaign spend less than its daily budget?
Some underspend is normal. Google spends more on some days and less on others, and for most campaigns never charges more than 2 times the average daily budget in a day or 30.4 times it in a month. Judge a week, not a day. Then check the bid strategy:
- Manual CPC isn't built to reach a set budget. If you need to, Google says Maximize clicks "may be a better choice."
- Maximize clicks and Maximize conversions aim to spend it. If they don't, look for Limited (Inventory) or one of the holds above.
- Target CPA aims for your average target rather than the full budget.
If a Search campaign spends mostly off Search, see how to stop the Display Network from using your Search budget.
How do I use Ad Preview and Diagnosis?
Open Ad preview and diagnosis under Troubleshooting in the Tools menu and enter a search. It shows whether your ad appears, and why not, without adding impressions. For "Reason Unknown", Google lists two common causes: a recent bid strategy change the campaign is still calibrating to, or keywords with too little search history to simulate. The tool simulates one search, and a preview can vanish once the campaign reaches its average daily budget, so check real impressions and clicks too.
Where Tofu fits
Tofu Ads Agent (our product) builds Google Search campaigns with keyword research checked against Keyword Planner volumes and forecasts, and sets the bidding strategy, budgets and schedule. It stages campaigns in your own ad account switched off and never launches them, so if one gets no impressions, first check that someone turned it on. Weekly bid and budget recommendations stay proposals until you approve them. Tofu can't clear a billing hold, security review or advertiser verification, speed up ad review or lift limited ad serving, and its bid optimization agent works on LinkedIn, not Google.
