Why is my LinkedIn campaign not spending its budget or getting impressions?
Usually one of five things. Something isn't live: the account is on hold, or the campaign, ad set or ad is paused, in draft or outside its dates. The ad is still in review or was rejected. The audience is under LinkedIn's 300-member minimum or still building. The bid or cost cap is too low to win auctions. Or the ad has an error, such as an invalid URL. Start on the Ads tab in Campaign Manager: the Status column names the reason. Ad review usually takes up to 24 hours, and audience builds up to 48.
As of October 2026.
Before you start
- You need billing admin, account manager or campaign manager access to edit campaigns and ad sets. Only the billing admin can change billing details.
- Know the levels: ad account, campaign, ad set, ad. (LinkedIn renamed them starting in October 2025: old guides say "campaign group" for campaign and "campaign" for ad set.) Each level has its own status, and an ad's status is separate from its ad set's.
- This page is about spending too little. If LinkedIn spent more than your budget, see why LinkedIn spent more than your daily budget.
Step 1: Read the status on the Ads tab
In Campaign Manager, open the campaign or ad set and select the Ads tab. Look at the Status column. An ad that can run shows Active. One that can't shows a status such as In review, Rejected, Draft or Paused, or a reason that starts with "Not delivering". It tells you which step to go to:
| Status says | Go to |
|---|---|
| Not delivering - Account is on hold | Step 2 |
| Not delivering - Campaign not delivering, Campaign completed, Ad set completed or Ad set is in draft | Step 3 |
| In review or Rejected | Step 4 |
| Not delivering - Ad set audience too small | Step 5 |
| Active, but little or no spend | Step 6 |
| Not delivering - Invalid URL, Error with image, a video reason or Lead gen form required | Step 7 |
Step 2: Clear an account hold
LinkedIn's help describes two causes of a hold:
- A failed charge. The billing admin should contact the bank or card issuer, then re-add the card or add another one. In Campaign Manager, click Billing in the left menu, then on the Billing setup tab click Update credit card in the How you'll pay section.
- A restricted user. LinkedIn can put an ad account on hold if a user's profile is restricted, often because it uses a company name instead of a real name. The user must update the profile to meet LinkedIn's real-name policy, or an account manager must remove them from the ad account.
Step 3: Check status, dates and budget at each level
- Campaign status. Ad sets can't show impressions if their campaign is in draft, paused or archived. Activate the campaign.
- Dates. Ad sets can't deliver before the campaign's start date or after its end date, and ad set dates must fit inside the campaign's. If the status says Campaign completed or Ad set completed, the end date or budget was reached. Extend the date or add budget, then reactivate.
- Drafts. Ad set is in draft means it was never launched. Launch it. A Draft ad must be activated too.
- Campaign total budget. If the campaign has a total budget, it needs at least $100 USD (or the same in your currency) unspent before you can launch a new ad set. Raise the total, or remove it and set lifetime budgets on the ad sets.
- Last-minute start date changes. LinkedIn advises against moving a start date to within 24 hours of the current schedule, because "updates might not be fully implemented in time."
Step 4: Wait for review, or fix a rejected ad
New and edited ads, and Lead Gen Forms, are reviewed before they run. LinkedIn says it strives "to review ads within 24 hours, but may take longer when experiencing high volume." The ad shows In review until then.
If an ad is Rejected, LinkedIn emails you the reason. For direct Sponsored Content and text ads, edit the ad in Campaign Manager; saving your edits resubmits it automatically. Ads made from a Page post can't be edited. Turn off the promotion, post a new update that meets the guidelines, and sponsor that.
Step 5: Check the audience size and status
The minimum audience for an ad set is 300 member accounts. LinkedIn suggests at least 50,000 to drive results, and at least 300,000 for Sponsored Content and Sponsored Messaging. While you edit targeting, the forecast panel shows an estimated size, and an Audience Too Narrow notice appears when targeting cuts it too far.
To widen it, add more attributes within the same facet (more job titles, for example), and remove layers under Narrow audience further or loosen exclusions. With Matched Audiences, several segments of the same type add up; mixing types or excluding segments shrinks the audience.
If the ad set uses a Matched Audience, check its status on the Audiences page:
| Audience status | What it means | What to do |
|---|---|---|
| Building or Updating | The list is processing | Wait up to 48 hours (rarely 72). The ad set starts on its own once the audience reaches 300 member accounts |
| Failed | A problem with the uploaded list, or with the segment your integration pushed | Check the list format, or ask your integration provider |
| Archived | Not used in an ad set or changed for 30 days | Unarchive it. For third-party audiences such as HubSpot, add it to an active or draft ad set |
| Expired | Not edited or used in an active or draft ad set for 90 days | Edit it and re-upload the list |
Website retargeting audiences also need 300 people before the ad set can start. And if your CRM or ABM tool can't create or update an audience at all, your account may be full: see why you can't create more matched audiences on LinkedIn.
Step 6: Raise the bid or cost cap
If the ads are Active and approved but spend stays low, look at bidding next. LinkedIn says that if your bid "is too low, your ad set will not be competitive in the ad auction." Maximum delivery is "designed to deliver the full budget," while spend under cost cap or manual bidding "depends on" the cap or bid you set.
With cost cap or manual bidding, Campaign Manager shows a suggested bid range. Move your bid or cap toward it, or switch to maximum delivery if spending the full budget matters most. Daily spend also varies on its own: a daily budget can spend up to 100% more on a given day, and with a lifetime budget LinkedIn says daily spend moves with "seasonality, traffic, ad inventory, and bid type." Judge over several days, not one.
Step 7: Fix errors on the ad
These statuses mean the ad itself can't serve:
- Invalid URL or Invalid video URL: change the destination URL.
- Error with image: upload the image again, or use a new one.
- Processing video: wait. Video failed to process: upload it again, checking length and aspect ratio.
- Video ad needs CTA: add a call to action.
- Lead gen form required: attach a Lead Gen Form.
Step 8: With budget optimization, judge the campaign as a whole
If the campaign uses budget optimization (Dynamic Group Budget), LinkedIn shares one budget across the ad sets. It says "ad sets with the largest audiences will likely spend more," and recommends analyzing results at the campaign level rather than the ad set level. An ad set with a small audience may get little of the budget even when nothing is wrong. If it must spend a set amount, give it its own campaign with its own budget.
Common problems
| Problem | Why it happens | Fix |
|---|---|---|
| Ad set is Active but spends a fraction of its budget | Manual bid or cost cap below what other advertisers pay | Move toward the suggested range, or switch to maximum delivery |
| A new ad set won't launch | Less than $100 USD left on the campaign's total budget | Raise the total budget, or use ad set lifetime budgets |
| Audience Network or CTV ad sets stop after you add an account-level allow list | An account-level list applies to both, and a list built for one can block the other (LinkedIn's example: a CTV-only allow list stops Audience Network delivery) | Review the account-level list. Keep separate lists for Audience Network and CTV, and apply each to the ad sets it's for |
| One ad set in a budget-optimized campaign gets almost nothing | The budget goes mostly to ad sets with larger audiences | Judge at campaign level, or move that ad set to its own campaign |
| Ad stuck in review well past a day | High review volume | Check the Status column again, then contact LinkedIn support |
Where Tofu fits
Tofu Ads Agent (our product) stages the campaigns it builds in your own ad account switched off, and they never launch on their own. So if a campaign Tofu built shows no impressions, first check that a person has turned it on. Tofu has a bid optimization agent live for LinkedIn, and Tofu's weekly bid and budget recommendations stay proposals until a person approves them. Tofu can't lift an account hold or speed up LinkedIn's ad review.
