How do I stop showing my Meta lead ads to people who already submitted the form?

Exclude them in each ad set with a lead form engagement audience of people who submitted, set to 90 days (Meta's maximum), plus a customer list of older leads from your CRM. Build the first in Audiences > Create audience > Custom audience > Lead form, choosing your form and the event for people who submitted it. Upload the second from your CRM, since it reaches as far back as your records. Both work with Advantage+ audience, where excluded custom audiences limit who sees your ads. Refresh the list at least monthly: Meta marks it Outdated after 30 days.

How do I build an audience of people who submitted my form?

Create a lead form engagement custom audience, then exclude it. Meta's steps:

  1. Go to Audiences.
  2. Choose the Create audience dropdown and select Custom audience.
  3. Select Lead form, then click Next.
  4. In the Events dropdown, choose the type of form engagement. For past submitters, pick the people who opened and submitted the form.
  5. Select your Page, then your Lead form.
  6. Under Retention, enter the number of days to go back. Meta's developer docs cap lead ad audiences at 90 days.
  7. Name the audience and select Create audience.

The audience shows Populating until it's Ready. Then add it as an excluded custom audience in every ad set that shouldn't reach past submitters, including ad sets in new campaigns.

The window rolls. With 90 days set, someone who submitted 89 days ago is in the audience today and drops out after one more day unless they engage again. People who submit later are added on their own, so you don't need to rebuild it.

Does "opened and submitted" also exclude people who only opened the form?

No. It holds only people who submitted. Jon Loomer lists three lead form events in Ads Manager, which match the three in Meta's developer docs:

Option in Ads Manager (per Jon Loomer)Who it holds, per Meta's developer docs
People who opened and submitted formEveryone who completed the form and submitted it
People who opened but didn't submit formPeople who closed the form without submitting it, whether or not they filled in any fields
Anyone who opened this formEveryone who opened the form, whether or not they submitted it

The option names are as Jon Loomer listed them in March 2025. Meta's help page doesn't spell them out, so the wording in your Ads Manager may differ slightly. To exclude everyone who opened the form, use "Anyone who opened this form." Think twice before you do: the people who opened but didn't submit are the group you might want to retarget instead.

Why does the lead form audience stop at 90 days?

Meta caps it "for legal and privacy requirements," its developer docs say: lead generation ad audiences keep people for at most 90 days. Jon Loomer reports that Ads Manager rejects a longer entry and resets it to 90. Meta also keeps the leads themselves for only 90 days: after that, you can't download them.

If your sales cycle runs longer than three months, someone who submitted in the spring falls out of the audience while still in your pipeline, and your ads can reach them again. That is the gap the customer list fills.

How do I exclude leads older than 90 days?

Upload them from your CRM as a customer list, then exclude that list too. Meta's steps: go to Audiences, select Create audience, then Custom audience, then Customer list. Format the list, choose whether to use it for Inclusions or exclusions or Only exclusions, upload a file or paste the values, map your identifiers (such as email and phone), and select Import and create.

A few things to know:

  • Only exclusions suits a list that should never be targeted. It shows as grayed out if anyone tries to include it, it can't be changed later, and it can't seed a lookalike audience. Our page on exclusion-only audiences covers it.
  • Keep it current. Meta marks a customer list Outdated when it hasn't been updated in over 30 days, which may affect delivery. Choose Update list to refresh it.
  • Check the match. The Match score column rates, out of ten, how well your list matched people on Meta's platforms. Meta says more emails, phone numbers and device IDs can raise it.
  • Get Instant Form leads into your CRM first. Since Meta keeps leads for only 90 days, your CRM is the long-term record. Our guide on sending Meta leads to HubSpot or Salesforce covers the sync.

To skip manual uploads, sync the list from your CRM. HubSpot, for example, can sync a contact segment to your Facebook ad account as an audience, and says audiences "automatically sync both ways." It needs Marketing Hub Starter, Professional or Enterprise, HubSpot lists a minimum Facebook audience size of 20 users, and it doesn't say how often the sync runs.

What if my lead ads send people to a form on my website?

Add a website custom audience of people who fired your Lead event or reached your thank-you page, and exclude it alongside the others. It needs an active Meta Pixel.

Meta's two sources differ on history. Its help page says a website audience made in Ads Manager starts filling from the day you create it and won't backfill. Its developer docs say an audience made through the API can include up to 180 days of earlier activity. Either way, keep the customer list for anyone older.

Do exclusions still work with Advantage+ audience?

Yes. Meta lists "Custom audiences to exclude" among the audience controls, which limit who can see your ads, and says its audience suggestions won't be shown outside your audience controls.

Don't count on setting it once for the whole ad account, though. Meta's help page for account-level audience controls (in Advertising settings) lists locations, a minimum age, a selection of detailed targeting options for brand protection, and your own employees. It doesn't mention custom audiences, so add the exclusion to each ad set.

Should I exclude past leads from a new lead gen campaign?

Usually, if the campaign's job is finding new leads. Meta's own example, for Page engagement audiences, is to exclude people who engaged from a prospecting campaign and include them in a retargeting one. Keep past leads in, or target them on purpose, when you want them back, for a new offer or an event, say.

Meta's Customer Lifecycle Strategy, which Meta opened to all advertisers on October 6, 2026, gives you exclusion recommendations when you mark a campaign as acquisition. Meta describes those as recommendations for excluding existing customers and doesn't mention past form submitters, so keep your own lead exclusions in place.

Do I need one audience per form?

Cover every form you've run. Each lead form audience is built on a form you pick, and Meta's developer docs say an audience rule can take one form ID or several. Those docs also list an ig_lead_generation source next to lead, both taking a lead form ID, and the help center doesn't say whether the Ads Manager option covers both, so the CRM list is a useful backstop. An ad account can hold up to 500 custom audiences.
