Why do my Meta leads say they never filled out my form?
TofuAnswer by the Tofu team · checked

Usually because the form took a few taps and no reading. Meta prefills Instant Form contact fields from people's profiles, and its in-app browser offers to autofill website forms with saved details. In October 2026, AdStatus, a status-monitoring vendor, reported ad clicks opening landing pages straight on the form. Others filled in forms for several advertisers, are test or shared leads, or are bots. Instant Forms on More volume and website forms opened inside Facebook or Instagram are hit most. The fixes: Higher intent forms, SMS verification or Require work email, and a question autofill can't answer.

What changed
| Before | Now | |
|---|---|---|
| Phone numbers on Instant Forms | No built-in check | You can require a one-time code sent by WhatsApp or SMS before the form submits. Meta says this "may be enabled by default for eligible advertisers" |
| Email on Instant Forms | Any address, which may be prefilled | Require work email stops Gmail, Hotmail, Yahoo and other free addresses from submitting |
| Autofill on Instant Forms | Contact fields prefilled from the profile | Still how Meta's help pages describe it. Jon Loomer, who writes about Meta ads, reported in April 2025 an "autofill" checkbox for the email and phone fields in some accounts, and said it wasn't clear if it was a test or a rollout. Meta doesn't document that checkbox |
| Website forms opened from an ad inside Facebook or Instagram | Meta's in-app browser could already offer autofill (its help page dates from 2023) | AdStatus reported on October 14, 2026 that in its test, in the Facebook app on an iPhone, a tap opened the page on the form itself, with an "Autofill with saved info?" sheet over the bottom of the submit button. Meta hasn't announced this or an advertiser setting for it |
| Address check on Instant Forms | None | Meta said in October 2025 it is testing address verification |
Why this produces leads who don't remember you:
- Instant Forms are built to be fast. More volume, the default form type, "makes it easy for people to quickly submit the form on a mobile device." Contact details may be prefilled "if they have already provided their information to Meta," and Meta may use details from earlier lead ads to prefill future forms. Job title, company name and work email are prefill fields too.
- Website forms get the same shortcut. Meta's autofill stores contact and payment details "to automatically fill in forms on your devices" on Facebook, Instagram and other Meta technologies. Meta says it records the site, the time, the fields filled and whether the form is submitted, and uses autofill activity "to improve ads." In AdStatus's test on an iPhone, the sheet even offered a non-US phone number for a form that asked for a 10-digit US one.
- People fill in more than one form. Meta notes that people "may choose to share the same or similar information through different lead ads created by other advertisers." Someone who answered three ads this week may mix you up with a competitor.
- Bots and junk. Meta says its SMS verification "filters out fake leads such as spam bots and bad actors," which tells you those reach unverified forms.
Who it affects
- Instant Forms set to More volume without verification. This is the easiest form to submit by accident.
- Website forms that get clicks from the Facebook and Instagram apps. AdStatus saw the autofill sheet in Meta's in-app browser, in the Facebook app on an iPhone. People who turned autofill off in their Facebook or Instagram browser settings don't get it.
- B2B advertisers. The prefilled email can be a personal one; Meta built Require work email to filter those out.
- Who can mostly ignore it: forms that already use Higher intent with SMS verification or a work email check. What's left for you is follow-up speed.
What to do now
- Check where each disputed lead came from. In your downloaded leads, look at ad_id, ad_name, form_id, form_name, is_organic and platform. If is_organic is TRUE, a friend shared your ad and someone else submitted it; that only happens when the form's sharing setting is Open (the default is Restricted). Test leads you or a teammate submitted also land in the download, and leads from Meta's Lead Ads Testing Tool carry dummy data by default. If the ad and form are yours and the lead isn't organic or a test, it came through your ad.
- Switch to a Higher intent form. It adds a line under the contact fields saying your business may follow up, plus a review screen to confirm the details. Meta says this helps "prevent receiving submissions from those people who are only marginally interested." It runs only in Facebook Feed and Instagram feed on mobile. You can't edit a published form, so duplicate it, change the copy and publish that.
- Require SMS verification. People must enter a one-time code sent by WhatsApp or SMS, so people who enter a landline or a number they can't get the code on can't submit. Phone number has to be a required field. On a Higher intent form, turn it on in the form editor (Require leads to verify their phone number with a one-time passcode); on other forms, check Require SMS verification to submit form in the Destination section. Downloads get a phone_number_verified column, though CRM syncs may not show it. Meta says it may affect lead numbers and cost per lead, and the ad delivers only to Facebook and Instagram placements on mobile. It isn't available to advertisers based in Iraq, Morocco, Nigeria, Pakistan, Sri Lanka or Uzbekistan.
- For B2B, require a work email. Add work email as a required field, then check Require work email under Quality filters. People who enter a free address see an error and can't submit. The same mobile-only delivery applies.
- Add a question people have to read. Prefill covers contact, name, demographic and work fields (plus a few others, such as vehicle details), so ask a custom multiple-choice or short-answer question tied to your offer. Meta's own B2B example is "When are you looking to evaluate a service?" Meta says more multiple-choice questions "typically results in more quality leads," with fewer submissions.
- Test your website form in the apps. Tap your ad in the Facebook and Instagram apps on a phone and see where the page opens and what autofill offers. Make your form validate what it receives, such as phone format, and keep your offer and consent text where people see them before they submit. You can't turn Meta's autofill off for visitors: Meta's page describes that switch only in each person's own browser settings.
- Follow up fast, and say who you are. Meta recommends a connected CRM so you reach leads quickly, and running lead ads during hours your team can respond. Open with your company name and what they asked for.
- Tell Meta which leads were real. Send CRM stages back through the Conversions API for CRM and optimize for qualified leads, so Meta stops rewarding easy submissions. See how to send HubSpot or Salesforce lead stages to Meta. If you're still deciding between an Instant Form and your own form, see Instant Forms vs a website form for B2B.
