Why does Meta keep declining my payment for ads, and how do I restart delivery?
Usually because your bank blocks the charge, or the card breaks one of Meta's rules: no security code, used on too many ad accounts, not accepted in your country, expired, or over a single-charge limit. A failed charge pauses your ads, and card issuer Reap says Meta disables the ad account until you pay. To restart delivery, an ad account admin fixes the card or adds a new one, then pays the amount due with Pay now in Billing & payments. Then add a backup payment method so one declined card doesn't stop your ads again.
As of November 2026.
Before you start
- Admin access to the ad account. Meta says, "If you have advertiser permissions but aren't an admin, you can't add or edit a payment method."
- The phone linked to the card. Meta asks you to confirm the card "is connected to the phone number where you may be expecting an OTP" (a one-time passcode).
- Whoever controls the company card, such as your finance team or the card program admin.
- A second payment method, in case the first one can't be fixed today.
Step 1: Find the failed charge
In Meta Ads Manager, go to Billing & payments and select Payment activity, then choose a timeframe. Each transaction shows its payment status. Note two things for your bank:
- The reference number. Meta says each transaction has a "unique 10-character reference number," and on your statement the charge starts with "FACEBK*" or "FACEBOOK INC." followed by that number.
- Any small charge you don't recognize. Meta says a small recent charge is likely "a temporary authorization to validate" the card. These "are voided immediately and should disappear from your statement within 3-5 business days."
If you use the Marketing API, an ad account's account_status can read UNSETTLED, PENDING_SETTLEMENT, IN_GRACE_PERIOD or DISABLED, and its disable_reason can read RISK_PAYMENT. Meta's reference lists these values without explaining them.
Meta's main article on this, Fix a failed payment issue on Meta, didn't load for us, nor did its Messenger and Instagram Help Center copies. Where this page relies on it, we cite Reap, a card issuer that links to it. Reap says that after a declined payment, Meta "disables the ad account until the amount due is paid, and applies no further charges in the meantime."
Step 2: Check the card against Meta's rules
Meta's page on preventing payment failures lists what a card needs:
| Check | What Meta says | Fix |
|---|---|---|
| Security code | "To keep your information safe, we only accept cards with a security code" (CVV, CVC, CSC, CVV2 or CVC2) | Use a card that has one |
| Number of ad accounts | Meta limits "the number of accounts a payment method can be used on" without giving a number. Reap, citing Meta's failed-payment article, says a payment method typically works on up to ten | Use a separate card for some ad accounts |
| Country | A new payment method must be available in your country | Use a method Meta accepts where your ad account is |
| Expiry date | Check that your cards won't expire before future charges | Update the card details |
| Bank restrictions | "Confirm that your payment methods are active, and have not been restricted by your issuing bank" | Ask your bank (Step 3) |
| Single-charge limit | "Some credit cards have limits for the maximum amount that can be charged in a single transaction." Meta suggests lowering your payment threshold to match | See how to change your payment threshold |
| Funds | "Make sure that there are sufficient funds on your card, especially toward your monthly bill date" | Raise the card limit, or pay early |
Step 3: Ask your bank or card admin why it was declined
A company card that works everywhere else can still fail at Meta. Reap, writing on October 23, 2026, quotes Meta's failed-payment article as saying the issuing bank "may also decline the transaction due to their internal rules." Reap, citing the same article, also lists four ways a new card's 3D Secure check can fail: a mistyped security code or passcode, a passcode that never arrives, a card network connection problem, and the bank's own rules.
So call the bank or card admin with the reference number and the "FACEBK*" merchant name, and ask:
- Was the charge blocked, and why?
- Is there a limit per transaction, per day or per merchant on this card?
- Which phone number gets the card's one-time passcodes?
Step 4: Pay the amount due
Once the card is fixed, or you've added a new one, pay the balance with Pay now. Meta's page on removing a payment method says to "use the Pay now button to clear any outstanding balance," and reaches payment methods through Billing & payments > Payment settings (with several ad accounts, Accounts, then Payment methods). Meta's Pay now steps page didn't load for us, so we can't confirm where on that screen the button sits. Meta's prevention page says, "If your payment is successful, you can continue running ads across Meta technologies."
Some cases work differently:
- Switching to a bank account (direct debit). Meta says "you can't add a bank account if your ad account has any unsettled charges." Add a different payment method first, use Pay now, then add the bank account. Meta says a bank account change "may take 3-4 days to process."
- Prepaid available funds. Add money to your balance. Meta says available funds are used before your payment method is charged.
Don't leave it unpaid. Meta's Self-Serve Ad Terms say, "If your payment method fails or your account is past due, we may take additional steps to collect past due amounts," including through a third-party collector. "Past due amounts will accrue interest at 1% per month or the lawful maximum, whichever is less."
Step 5: Add a backup payment method
Meta's glossary says, "Backup payment methods may be charged if there's a problem with your primary payment method." With automatic billing, "You can add multiple cards as backup payment methods."
To add one, Meta's steps for bank accounts use this path: click the menu icon in the top left of Ads Manager, hover over All tools, select Billing, click Payment settings, then Add payment method. The backup must meet the same rules as Step 2.
Step 6: Check that delivery restarted
Look at the Delivery column in Ads Manager. If ads still don't spend after the payment cleared:
- Meta's daily spending limit. Meta sets it "for most advertisers based on their advertising and payment history." When you reach it, "your ads pause and resume the next day," at midnight in your ad account's time zone. Find it under Current balance in Payment settings.
- The learning phase. Meta says that if you pause an ad set "for 7 days or longer," it "reenters the learning phase once you unpause the ad set." Meta doesn't say whether a payment hold counts the same way, so expect results to wobble after a long hold.
- Other limits. Spending limits, schedules and bid caps can stop delivery too. See why an active Meta campaign isn't spending.
- A different kind of disable. If the account stays disabled after the balance is paid, it may have been disabled for a payment risk or policy reason; the Marketing API lists both kinds of disable reason. See how to get a restricted ad account back. If charges came from ads you didn't run, see what to do after a hacked business portfolio.
Step 7: Stop it happening again
Meta's prevention page suggests the Step 2 checks (threshold, funds, expiry dates), plus:
- Keep the passcode phone with someone who can answer it.
- Prepay with available funds, and turn on auto reload if your account uses only available funds.
- Apply for monthly invoicing if you're eligible. See how Meta monthly invoicing works.
Common problems
| Problem | Why it happens | Fix |
|---|---|---|
| You can't add or edit a payment method | You have advertiser permissions, not admin | Ask an ad account admin |
| The card works everywhere else but Meta declines it | A bank restriction, a single-charge cap or a missed passcode | Call the bank with the reference number, and lower your threshold |
| Meta won't accept a new card | No security code, used on too many accounts, or not offered in your country | Use another card that meets Step 2 |
| You can't add your bank account | The ad account has unsettled charges | Add a card, use Pay now, then add the bank account |
| A small charge you don't recognize | A temporary authorization to check the card | Wait 3 to 5 business days, then ask your bank |
| Ads still not running after you paid | Daily spending limit, a spending limit, or a disable for another reason | Work through Step 6 |
