Meta spent 75% more than my daily budget on some days. Is that allowed, and how do I cap it?

Yes. Meta's daily budget page says it may spend up to 75% over your daily budget on a given day, as long as the Sunday to Saturday week stays within 7 times it. Meta is rolling this out gradually, and its API docs still say 25%. With ad set budget sharing on, one ad set can reach 210% in a day. Beyond those limits, Meta says it will consider a refund. For a hard cap, use a lifetime budget, a campaign spending limit or an ad account spending limit. Budget changes take about 15 minutes to apply.

Before you start

  • Admin access to the ad account. Meta's help on changing budgets says you need it.
  • Your budget setup: a campaign budget (Advantage+ campaign budget) or ad set budgets, and whether ad set budget sharing is on.
  • Your ad account's time zone. Meta's daily spending limit resets, and "today" in its automated rules starts, at midnight there.
  • Daily spend for the Sunday to Saturday week, plus any budget, schedule or end date changes that week.

Step 1: Find the limit that applied that week

For a daily budget that didn't change all week, Meta's limits are:

Daily budgetAd set with budget sharing on
Most in one day175% of the daily budget210% (the daily budget plus up to 20% shared, times 1.75)
Most in one Sunday to Saturday week7 times the daily budget8.4 times

When something changed:

  • Started, changed or ending mid-week. Meta takes the daily budget times the days left (or the days it runs) that week, plus up to 25% of one day's budget. An ad set that starts at noon on Wednesday at $50 a day can spend up to $187.50 through Saturday.
  • Changed mid-day. That day's ceiling, and what's billable, is 75% more than the highest daily budget in place that day.

Meta's own pages don't agree. About daily budgets gives 75% as the rule. About budgets gives the same 75%, but says Meta is "gradually introducing" it "to some Meta Ads Manager accounts" and that a campaign under 7 days won't spend more than its daily budget times its length. The Marketing API budgets page still says "up to 25% more than your daily budget may be spent." Meta doesn't say which accounts follow which rule.

Wait two days before you judge a day: Meta says Amount spent is an estimate and "it can take up to 48 hours for ad results to be processed."

Step 2: Ask for a refund if spend broke those limits

If a day went over 1.75 times the daily budget, or the week over 7 times, Meta says that, depending on the case, it "will consider refunds for all spend at the campaign level or ad set level" above that line. The amount differs with budget sharing. Meta may also consider refunds for spend above an ad set's weekly maximum spend limit (Step 6).

To ask, go to Business Support Home and click Contact support at the bottom of the page. Bring the dates, campaign and ad set names, budgets and spend.

Step 3: Turn off ad set budget sharing if you don't want ad sets to borrow

Budget sharing lets each ad set share up to 20% of its daily budget with other ad sets in the campaign, which lifts one ad set's daily ceiling to 210%. Meta says campaign spend "remains the same whether ad set budget sharing is on or off." It needs at least two active ad sets and can't be used with a campaign budget.

Meta shows only how to turn it on, when you create a campaign: under Budget strategy, choose Ad set budget, then the option to share some of your budget with other ad sets. To turn it off, look for that option when you edit the campaign.

Step 4: Use a lifetime budget when you need a fixed total

Meta says "Lifetime budgets are a hard cap, not an average." Daily spend can still vary, but its API docs say you won't be charged more than your lifetime budget "unless you change your delivery settings."

  • It needs an end date, and it lets you run ads on a schedule, such as business hours. See why Meta ad scheduling is greyed out.
  • For a monthly B2B budget, set the month as the run time.

Meta's help doesn't say whether a running ad set can switch from a daily to a lifetime budget. If Ads Manager won't let you, copy the ad set with a lifetime budget and turn off the old one.

Step 5: Put a ceiling over the campaign or the whole account

CapWhat it doesGood to know
Campaign spending limitStops every ad set and ad in the campaign when total spend reaches it, and notifies youA lifetime total, not a daily cap. With Advantage+ campaign budget, the campaign's lifetime budget takes its place. Meta's API docs give a minimum of $100 USD or the local equivalent
Ad account spending limitPauses every ad in the account when spend since you set it reaches the limitTrack, change or reset it in Payment settings. Some accounts can reset it automatically on the 1st of each month. Paused ads still show as active. Meta's pages disagree on whether accounts that pay with available funds can set one

If finance gives you a monthly number, an ad account spending limit that resets on the 1st is the closest thing Meta has to a monthly cap. It's not the daily spending limit, which Meta sets for most accounts.

Step 6: Cap single ad sets inside a campaign budget

With Advantage+ campaign budget, Meta "might spend most of your budget on one ad set." To hold one back, give it a maximum spend limit. Meta's steps, shown for a new campaign: under Budget & schedule, hover over Ad set spending limits and click Edit, select Set a minimum or maximum spend limit for this ad set, then choose Use % value or Use $ value.

  • The maximum is weekly. Meta keeps the ad set at or under 7 times the limit across Sunday to Saturday, so "it's possible for daily spend to exceed your maximum spend limit on a given day."
  • Edits take up to 15 minutes, and the limits reset if you switch to ad set budgets.
  • Meta recommends as few spend limits as you can, and not both a minimum and a maximum on one ad set.

Step 7: Add a rule that stops an ad set for the day

From the Campaigns table in Ads Manager, check the ad sets, select More, choose Create a new rule, then Custom rule. Pick the action that turns off ad sets, add your condition, set the Time range and Schedule, and select Create.

Meta's help article listing rule conditions doesn't name amount spent. Its Marketing API docs show rules can check spent for TODAY and run as often as every half hour.

  • It isn't a hard cap. A scheduled rule checks only at set times, so spend between checks gets through. Meta documents rules that react in real time only in its Marketing API, where they pick up spend changes within a few minutes (about 7.5 minutes at the 99th percentile).
  • It doesn't turn ads back on. Use a second rule with the turn-on action, or do it yourself.
  • Limits. Up to 250 rules per ad account, and none on ads about social issues, elections or politics. With Advantage+ campaign budget, Meta blocks rules with cost-related conditions that turn ad sets off, and doesn't say whether spend counts as one.
