How do I accept Meta's Lead Ads Terms so my Instant Form ad can publish?
TofuAnswer by the Tofu team · checked

Accept Meta's Lead Ads Terms for the Page your Instant Form ad runs from, at facebook.com/ads/leadgen/tos, the link in Meta's help article (log in to Facebook first). Meta says you must accept them for each Page you run lead ads from, so a new Page or a client's Page needs its own acceptance. Meta doesn't say who can accept. LeadSync, a lead-sync vendor, says a Page admin picks the Page, accepts and then republishes the ad. It ties errors 1815089, 1892181 and 1892234 to this, and 1892291 to partnership ads.
As of November 2026.
Why won't my Instant Form ad publish?
Often because the Facebook Page behind the ad hasn't accepted Meta's Lead Ads Terms. Meta's help center says: "To run lead ads across Meta technologies, you must review and accept the Lead Ads Terms." Your ad account, billing and form can all be in order and the ad still won't publish. Meta's guide to creating lead ads also asks you to have your legal team review your form questions, the Lead Ads Terms, the Business Tools Terms and the Advertising Standards before you start.
If the error names the Custom Audience terms instead, that's a different agreement, tied to customer list audiences rather than to a Page. See why Meta says your Custom Audience terms haven't been accepted.
Where do I accept the Lead Ads Terms?
At facebook.com/ads/leadgen/tos, the link Meta's help article uses for "Lead Ads Terms." That page didn't load for us without a Facebook login. LeadSync's guide (published July 27, 2026, updated September 1) gives these steps:
- Log in to Facebook as an admin of the Page.
- Go to facebook.com/ads/leadgen/tos. LeadSync says it redirects to facebook.com/legal/leadgen/tos/, which is expected.
- Pick the Page from the selector at the top.
- Read the terms and accept them.
- Go back to Ads Manager and publish the rejected ad again. LeadSync says accepting the terms doesn't restart the ad for you.
You can read the terms without logging in at facebook.com/legal/leadgen/tos. LeadSync adds that the terms prompt Meta Business Suite shows in Leads Center is the same acceptance, so accepting it there covers that Page for lead ads too.
Who can accept the Lead Ads Terms for our Page?
Meta's public help pages and terms don't say. LeadSync says a Page admin has to accept, and that access to the ad account alone isn't enough. It notes this is where agencies often get stuck: they run the client's ad account but aren't admins of the client's Page. In that case, ask an admin on the client's side to accept, or to give you admin access to the Page.
Meta's Graph API records, for each Page, "the user who accepted the TOS for running LeadGen Ads on the page," which fits acceptance by one person per Page. If you accept for a client, the terms say you "represent and warrant that you have the authority as agent to such party to use such features on their behalf and bind such party to these terms." Get the client's OK first.
Do we need to accept the terms for every Page?
Yes. Meta says: "If you run lead ads on multiple Facebook Pages, you must accept the Lead Ads Terms for each Page." That includes a new product Page, a regional Page or each client's Page. LeadSync adds that acceptance is recorded per Page, not per ad account, business portfolio or user.
Lead ads on Instagram still run through a Facebook Page. Meta's developer guide says leads from an Instagram lead ad "still belong to the Facebook Page," so check the terms on that connected Page.
Which error codes mean the Lead Ads Terms aren't accepted?
Meta's public Marketing API error reference doesn't list them. It lists only the Custom Audience terms (1870034, 1870090) and Meta Business Tools terms (1870092) errors. LeadSync's error guide (September 25, 2026, updated October 1) lists these:
| Code | Message, as LeadSync reports it | What to do |
|---|---|---|
| 1815089, also seen as 1892181 | "Terms of service not accepted: You can't run lead ads until your Facebook Page accepts Facebook's Lead Generation Terms of Service." | Accept the terms for the Page in the ad |
| 1892234 | "Lead ads terms of service not accepted: To run lead ads, you'll need to agree to Meta's Lead Ad Terms of Service." | Same. LeadSync's terms guide calls it "the version most advertisers now see" |
| 1892291 | "Terms of service not accepted for promoted page" | A partnership ad: the promoted Page must accept. LeadSync says you can't accept for a Page you don't administer, so ask your partner |
How do I check whether a Page has accepted?
LeadSync says the Page selector on the terms page shows each Page's status, and an accepted Page reads "Accepted."
Developers can ask the Graph API. Meta's Page object has three fields: leadgen_tos_accepted ("Indicates whether a user has accepted the TOS for running LeadGen Ads on the Page"), leadgen_tos_acceptance_time and leadgen_tos_accepting_user. Request GET /<PAGE_ID>?fields=leadgen_tos_accepted,leadgen_tos_acceptance_time,leadgen_tos_accepting_user. Meta says a Page access token is required for fields that may include user information, which the accepting user is. This also tells you who accepted and when, which helps when a client asks.
I accepted the terms. Why is the ad still blocked?
Work through these:
- You accepted for a different Page. Check which Page the ad uses as its identity, then check that Page's status.
- The ad wasn't sent again. Publish or resubmit it after accepting.
- It's a partnership ad. The promoted Page has to accept (error 1892291).
- It's a different set of terms. An ad set that uses a customer list audience also needs the Custom Audience terms (Meta's error 1870034 or 1870090), and Meta Business Tools terms show up as error 1870092.
- It's a policy rejection, not the terms. Meta emails you when an ad is rejected, with a link to Business Support Home, where you can find the reason.
Does accepting the terms let our CRM get the leads?
No. Downloading leads is a separate permission. Meta says that by default "all Page admins or people with messaging permissions can download leads." Once someone with full control of the business portfolio customizes leads access, "new people, CRM systems or partners need to be added manually." If your CRM stopped getting leads after someone customized leads access, add it there in Meta Business Suite. For the full setup, see how to send Meta lead ads to HubSpot or Salesforce.
What am I agreeing to, and do I accept again when it changes?
Meta's Lead Ad Terms (last modified October 10, 2025) are short. The main points:
- No minors. "You will ensure that no Lead Generation Features will be targeted to any minors."
- No sensitive data. "You will not collect any data that is sensitive or prohibited by Meta's Advertising Standards."
- Disclosures and consent. You give the disclosures the law needs, including your offer's terms. You use the data only as the terms allow; using it for anything beyond your offer needs the person's consent where required. You honor any privacy policy you link to.
- No selling. "You may not sell Lead Generation Data under any circumstances." You can share it only for the purpose you disclosed, and you carry the risk of that sharing.
- Agencies. "If you are receiving Lead Generation Data on behalf of an advertiser, you may only use or share such Lead Generation Data on such advertiser's behalf." You can't mix it with other advertisers' data.
- Security. You need "appropriate technical and organizational measures" to protect the data.
You don't accept again when Meta updates them. The terms say "your continued use of this feature constitutes acceptance of those changes." Meta's help center adds that your lead data goes only to you, that Meta and the advertiser are both data controllers under the GDPR, and that Meta may use lead data under its Data Policy, for example to prefill future forms.
