Where do I see my ad account creation limit?
In Meta Business Suite, on the Business info page of your business portfolio. Meta labels it "Ad account creation limit." The number is for the portfolio, so check the portfolio you plan to create the account in.
Meta doesn't publish the starting number after the first payment or how fast it grows, so treat any number you read elsewhere as one business's experience, not a rule.
Why won't Meta Business Suite let me create a new ad account?
Meta's troubleshooting article gives three reasons:
- You've reached your limit. This includes the first-account rule: no second account until the first one has a confirmed payment.
- One or more of your ad accounts is in bad standing. Meta points you to its Advertising Standards. Its developer docs return the same rule as an error: "All of your accounts must be in good standing in order to create new ad accounts."
- You don't have full control of the business portfolio. Meta says you can't add an ad account to a portfolio without it. If nobody at your company has full control, Meta says you can submit a request to get it.
Meta's developer guide adds one more block: "If you have any incomplete ad accounts or pages unpublished by Facebook, you will not be able to create a new ad account." Finish setting up any incomplete account before you try again.
Do closed or disabled ad accounts count toward the limit?
Some do. Meta says: "Accounts disabled due to 60 days without usage or spend also count towards the ad account limit." So an account you created, never spent from and left alone still uses a slot.
For an account you close yourself, Meta doesn't say. What Meta does say is that "An ad account can't be deleted from a business portfolio." You can only deactivate it, and Meta's reactivation steps still find closed accounts in the portfolio's list of ad accounts. So closing an account is not a reliable way to free a slot.
Meta's two articles also differ on the idle rule. The troubleshooting article says accounts are disabled after 60 days without usage or spend. The reactivation article calls it deactivation, after no ad spending for more than 56 days, and says such an account can be made active again. Either way, an account that sits idle for about two months can be switched off and still count.
How do I raise my ad account limit?
Meta's help describes no request form. It says it generally adjusts the limit based on your spending history and how you use the accounts you already have. In practice that means:
- Make a confirmed payment from your first ad account. Until then you're held at 1.
- Spend from the accounts you have. Meta weighs how you use your existing accounts, and idle ones can be disabled.
- Keep every account in good standing. One account in bad standing blocks new ones.
- Ask a person at Meta. If you have a Meta sales representative, Meta says to contact them for more information. Otherwise, contact support through Business Support Home or the ? button in Ads Manager's navigation bar. Meta doesn't say whether either can raise the limit.
Meta says nothing about how long a higher limit takes to show up.
Can I reuse an old ad account instead of creating one?
Yes, if it was deactivated, by Meta for no spend or by someone on your team. Someone with full control of the portfolio goes to Settings, clicks Ad accounts under Accounts, opens the account (you can filter to show closed ones), clicks Options, then Make active. If the account was closed only recently and isn't fully closed yet, you'll see Cancel closure instead.
There's one exception. Meta says you can't reactivate an account that was deactivated because you changed its currency or time zone. Meta says choosing a new currency and time zone creates a new ad account (see changing a Meta ad account's time zone or currency). It doesn't say whether that new account counts toward your limit. Meta treats a disabled or restricted account as a separate problem with its own troubleshooting (see a Meta ad account restricted after verification).
We're an agency. Do client accounts use up our limit?
Meta doesn't say shared accounts count. It calls the number a creation limit, and it lists three ways to get an ad account into a portfolio: create one, claim one, or request to share one. Meta's example for sharing is an agency using a client's ad account: the account stays in the client's portfolio, and access is shared with yours. So the better route is usually for the client to create the account in its own portfolio and share it with you. The client keeps ownership, and you don't create an account in your portfolio.
An account you create in your agency's portfolio stays there. Meta's developer guide says a business can't remove an ad account it owns once the account is confirmed, so you can't hand it to the client later (see moving a Meta ad account between business portfolios). So creating client accounts yourself costs you a slot and leaves the client without ownership.
Is there a separate limit when creating ad accounts through the API?
Yes. Meta's Business Management API guide says: "Ad account creation using the API is limited to 5 ad accounts. To create more than 5 ad accounts, you must do so manually." You must be an admin of the business to create them.
When the limit is hit, the API returns error 3979: "You have exceeded the number of allowed ad accounts for your Business Manager at this time." Error 3980 means an account in bad standing or in review is blocking you. These matter if your agency or platform creates accounts for clients from its own tools.
