Meta Business Agent now bills per token. What will it cost to let it answer leads from my click-to-message ads?

By The Tofu team ·

On WhatsApp, about 4 to 5 cents per agent reply of typical length. Since August 1, 2026, Meta charges $2.00 per million tokens for Meta Business Agent replies on the WhatsApp Business Platform, even inside the free window a click-to-WhatsApp ad opens. Meta says a reply typically uses 20,000 to 25,000 tokens, which at that rate is 4 to 5 cents. Meta has published no per-token price for Messenger or Instagram. In the WhatsApp Business app, Meta says the agent is free to start and Meta One plans add more replies a month, but not how many.

What Meta says a reply costs

Meta's pricing page gives a rate and a typical size, not a fixed price per reply:

  • One message "typically consumes" 20,000 to 25,000 tokens, which Meta puts at about 4 to 5 cents.
  • The math: 20,000 tokens at $2.00 per million is 20,000 ÷ 1,000,000 × $2.00 = $0.04. 25,000 tokens is $0.05. So "4 to 5 cents a reply" assumes each reply uses the typical 20,000 to 25,000 tokens. It isn't a fixed price.
  • Simple answers use fewer tokens and cost less. Longer problem-solving costs more.
  • A simple question answered in 4 messages uses about 80,000 tokens, about 16 to 20 cents.
  • A complex one answered in 10 messages uses about 250,000 tokens, about 40 to 50 cents.
  • Meta charges only for delivered messages, and each message gets one charge. A reply that isn't a template is billed as a Business Agent message or a service message, never both.
  • Volume tiers and free messages "do not apply" to Business Agent messages.

To estimate your own bill, multiply your leads a month by the agent replies each lead gets, then by 4 to 5 cents (assuming replies of typical length). For example, 300 leads a month at 8 replies each is 2,400 replies, or about $96 to $120 at Meta's typical rate. Your real cost depends on how long the agent's answers are, so check it after the first week (step 5 below).

What Meta doesn't say

  • A price for Messenger or Instagram. Meta's pricing pages cover the WhatsApp Business Platform only, and its Business Agent usage report lists WhatsApp as the only channel. Meta's June 3, 2026 announcement says the Business Agent Platform supports "Messenger and Instagram as well," but gives no price for them. Tech Times reported on July 16, 2026 that billing covers "all AI-handled conversations across WhatsApp, Instagram, and Messenger," but the Meta pricing page it links to covers WhatsApp only.
  • How big the free allowance is. Meta's June 3, 2026 announcement says "getting started is free." Its About Meta One Plans article gives each business plan "more," "even more," "expanded" or "maximum" access to Business Agent replies, with no numbers. It names WhatsApp Business for three plans and Messenger for Expert.

Which kind of Business Agent are your ads using?

Meta sells the agent two ways, and only one has a published price.

Who it affects

  • B2B advertisers whose click-to-WhatsApp ads land on a number running the Business Agent Platform. Every agent reply is charged, including in the free window that used to make ad-driven chats free.
  • Teams that hand qualified leads to a person. Your team's replies are service messages. They're free inside the free entry point window, and otherwise charged per message after 1,000 free a month per number. Meta's pricing example says that if its sample chat had started from a click-to-WhatsApp ad, 3 of its 5 business messages would be free and the 2 agent replies would still be charged.
  • Teams using a third-party AI tool instead. Those replies are service messages. Meta notes you'd typically also pay the AI provider and your messaging provider separately.
  • Businesses that can't use it. Meta's overview excludes Finance, Government, Health, Alcohol, Gambling, over-the-counter drugs and matrimony services. The number must also be on the WhatsApp Business Platform, in good standing, in an eligible country, verified, and not already running another AI agent.

The token charge doesn't touch you if people on your team answer your click-to-message chats, or if you collect leads with a standard Instant Form. Meta hasn't said whether its separate lead capture AI agent in Instant Forms is billed; see Meta's lead capture AI agent.

What to do now

  1. Confirm which kind of agent you run (the table above), and in which apps your ads open chats.
  2. Add a payment method before going live for everyone. Meta won't deliver Business Agent messages without one. You can test first: an agent set to answer only an allowlist (ai_audience set to ALLOWLISTED_ONLY) runs without a payment method.
  3. Set a budget. Meta's Agent Budget caps tokens across your business, or AI turns in each conversation, over rolling 1, 7, 14 or 30 days. You can tie a cap to a campaign's start and end dates. When a cap is reached, the agent finishes its turn, stops replying and hands the chat to a person. With no budget, usage is unlimited. An AI-turn cap per chat stops one long conversation from costing more than the lead is worth.
  4. Keep the agent to qualifying, then hand off. Meta's lead generation guide has the agent collect the details sales needs and submit the lead to your CRM through a connector. Meta says the agent "cannot record a lead without the connector." Fewer replies per lead means a smaller bill.
  5. Track real cost. Meta's Business Agent Usage Insights API shows billable messages, tokens and charges by hour, day or month. Add the agent's cost to your ad cost before you judge cost per qualified lead.
  6. Check your credit line. If Business Agent shares a monthly credit line with your ads, its charges use up the same limit. See how Meta monthly invoicing works and what happens if you pay late or hit the limit.
